Some cities provide electric scooters you can rent them and drop them off wherever you want to be. Next to that, there are city bikes for rent and with that, if lucky, roads for bicyclists. Some centres are forbidden for cars but those scooters are dangerous, with 70 km/hour they do not care about pedestrians, bicyclists and so on. I agree with you they are dangerous.
