When planting new plants, such as roses in this case, I always make sure that I have at least a third more soil available for planting by mixing the excavated soil with humus. I water each plant with at least 10 litres of water. In your case, the soil has simply become compacted. It is best to leave the roses as they are presently and simply loosen the surrounding soil, add some compost and gradually fill in the hole that has formed. But make sure that the grafting point of the roses is not covered.
