The problems is that aren't enough incentives to do that. First of all, the police force itself will combat reform. It will be expensive to get qualified and well trained officers in the short term. There will be far less lawsuits and fines. Some activists will loose their raison d'ĂȘtre if the police stop acting like thugs. Some people don't want the problems to get fixed even when it is realistically possible.
