It is the former CEO of Twitter. He has been very confusing and even bipolar in some sense. Many of the work he has done so far undermines free speech and decentralization. He has a large stake in traditional finance with Block, Inc. (former name: Square, Inc.). Now he is all in on cryptocurrency without seeming to fully embrace the ethos we have in cryptosphere. I would not trust this guy.
