And without sensory input and instinct you could never develop thoughts beyond that of an unborn infant.

Yes, but it would still be thoughts, I think. Obviously, for thoughts to be of quality, many other factors are needed, but for thoughts to simply be, only the mind, the brain, or whatever, is needed.
