That's the problem when you act by force, you leave people without options, without freedom to choose, and you place everyone in a situation in which they have to be with you or against you, without middle terms. That is why excessive rigidity coupled with the use of force is the formula for failure, people who are against what is dictated from above have no alternative but to rise up. Cooperation between free people is really the only valid option, everything else is self-destruction.
When acting in this way, which can only be called tyrannical, the highest authority, in this case the government, has the main responsibility for everything that happens even on the smallest scales, one cannot really blame the local authorities (boss, school management, officials, etc.) alone for acting in an unsympathetic way, because they themselves face a similar situation when they turn to their superiors. Of course they are also responsible for what they do, but we can understand why they do it when they are victims of fear as well, when they face situations similar to ours when it comes to disagreeing.
I can only see the whole situation as a mistake made from the top of the social pyramid. In answer to the question, what can the average individual do in such a situation? In case one is not willing to accept the consequences that rebelling against the law can bring, spread awareness, because all the changes that we see in the world are first due to a change in people's minds. Ideas have amazing power in making a change in society.
