On the contrary, everything is stake weighted, and right now until it all sells out (presuming it ever does), everyone is mining at a rate far in excess of what they should (aka, greater ROI). As long as FARM maintains its $1 peg, I think even small miners will have a favorable ROI for some time. Small return, but a small return on a small input can still be lucrative. I know at least one person who put in $100 and already gained back about $8 worth of FARM/FARMGOV. Not bad for 3 days time. Fortunate hits for sure though.
