The fear of God is the beginning of wisdom and it is the same fear that can keep a person from doing evil against their fellow humans. If the fear is lacking, there is nothing to restrain the people.
If the fear is lacking, nothing is restraining people from committing crimes. Morality is not enough. It takes the fear of God to prevent many from doing what their mind is set to do.
At this point, morality dos not suffice. It takes something much more than self will or discipline.
