A shorter term version of a lockdown, but hard hitting. Like the “flick of a switch” when a circuit breaker trips. The language here (to me) is predictive programming for a blackout of the power grid all around the world and that this will be blamed on a cyber attack (from a nation state). A Cyber Pandemic..
