Whenever a problem arises in Brazil, the logic of most people is: "The State should fix this". That thought is very wrong. The first logic that one should have is: "The State should stop trying to fix this".

The reason is very simple. Mistakes, problems and failures will always happen, the free market makes mistakes and the government makes mistakes, the question is how the two deal with mistakes.

In a free market where several companies try to offer a service or a good, such as transport, you will have several different companies trying to provide transport for the population, where some will make the right decisions and others will make mistakes, such as:

  • which buses they will buy;
  • whether it will be a bus, van, car, bicycle or skateboard;
  • whether they will have different policies such as different wages, ways of treating the worker differently, etc.

Some will get it right, others will get it wrong, those who get it wrong will fail and be withdrawn from the market, and those who get it right will continue. Then others will appear to try to allocate that space left by the one that went bankrupt, trying to improve the service and lower costs, and in this new process some will thrive and others will fail and may be the same or the newcomers.

That is how the free market deals with failure. The problem is that the Government does exactly the opposite.

When something goes wrong in a state enterprise it often happens that they increase the enterprise and give more money to make it happen.

"Too bad, you were wrong, let's refinance this idea for another 10 years"


The problem is that this way there is no competition, in general the Government can do things by itself, through a monopolized state company, such as in Brazil the post office. Are you going to send a letter? Only mail can be used. Can you have another company to do this? No, why? Because it is forbidden.

So there's a company. What is the chance of this company getting the best policy out there, the best way to execute this demand? Is it being verified through the hit and miss mechanism? If it fails what will happen? In general, nothing. But she will receive more money and grow.

And above that, the state-owned company will be guided by political logic and not by profit. Job hanger, government propaganda, allocate people. She does not care about profit, even if it is a loss they continued to receive money from the taxpayer. Soon, she will never mind allocating resources intelligently.

"What if we optimize this company within the state?"


No. By definition it will not work, because it does not care about profit and is not subject to competition, it will never be efficient as long as the Government is operating it.

Some presidents (2 in the recent history of Brazil) have the brilliant idea of ​​taking a state monopoly and giving in to only ONE company and guaranteeing that it will remain a monopoly forever. For example the Brazilian public transport system.

The city creates a line, there is a company that the city likes, they defraud the bidding, give that line to the company, and fuck it. That is, does it need to make a profit? No. Because if there is a problem the city pays. And if it doesn't make a profit, it raises the price as a first alternative. That way you have no other company to use, there is no competition, they will put the price they want and if it goes wrong they will ask for more money from the government with the excuse that they need to provide the right for people.

With this we see that the company does not need to allocate resources rationally, it has no competition, it is not susceptible to the destructive forces of capitalism (mistake and right), it does not need to make a profit, it does not need to work with customers. So why would she care about them?

Toda vez que um problema aparece no Brasil, a lógica da maioria das pessoas é: "O Estado deveria consertar isso". Esse pensamento está muito errado. A primeira lógico que deveria-se ter é: "O Estado deveria parar de tentar consertar isso".

A razão é muito simples. Erros, problemas e falhas sempre vão acontecer, o livre mercado erra e o governo erra, a questão é como os dois lidam com erros.

Em um livre mercado onde varias empresas tentam oferecer um serviço ou um bem, como por exemplo transporte, você terá várias empresas diferentes tentando fornecer um transporte para a população, onde algumas vão acertar as decisões e outras errar, como por exemplo:

  • que ônibus irão comprar;
  • se vai ser ônibus, van, carro, bicicleta ou skate;
  • se terão políticas diferentes como salários diferentes, jeito de tratar o trabalhador diferente, etc.

Algumas vão acertar, outras irão errar, as que errarem mais irão falir e ser retiradas do mercado, e as que acertarem continuarão. Então outras irão aparecer para tentar alocar aquele espaço deixado pela que faliu, tentando melhorarar o serviço e abaixar custos, e nesse novo processo algumas irão prosperar e outras irão falhar podendo ser as mesmas ou as recém-chegadas.

É assim que o livre-mercado lida com falha. O problema é que o Governo lida de maneira exatamente contrária.

Quando algo vai errado em um empreendimento estatal frequentemente o que acontece é eles aumentarem o empreendimento e dar mais dinheiro para que ele aconteça.

"Que pena, você estava errado, vamos refinanciar essa ideia por mais 10 anos"

O problema é que dessa maneira não há concorrência, de maneira geral o Governo pode fazer as coisas fazendo ele mesmo, através de uma empresa estatal monopolizada, como por exemplo no Brasil o correio. Você vai mandar uma carta? Apenas o correio poderá ser usado. Pode ter outra empresa pra fazer isso? Não. Por que? Porque é proibido.

Então tem uma empresa. Qual a chance dessa empresa acertar a melhor política que existe, o melhor jeito de executar essa demanda? Ela estará sendo verificada através do mecanismo de acerto e erro? Se ela falhar o que vai acontecer? De maneira geral, nada. Mas ela vai receber mais dinheiro e crescer.

E acima disso a empresa estatal vai ser guiada pela lógica politica e não do lucro. Cabide de emprego, propaganda de governo, alocar pessoas. Ela não se importa com lucro, mesmo se der prejuízo continuaram recebendo dinheiro do contribuinte. Logo, ela nunca vai se importar em alocar recursos de maneira inteligente.

"E se otimizarmos essa empresa dentro do Estado?"

Não. Por definicição não dará certo, pois ela não se importa com o lucro e não está submetida a concorrência, ela nunca será eficiente enquanto o Governo estiver operando ela.

Alguns presidentes (2 na história recente do Brasil), têm a brlhantes ideia de pegar um monopólio estatal e ceder para apenas UMA empresa e garantir que ela vai continuar sendo um monopólio para sempre. Por exemplo o sistema de transporte público brasileiro.

A cidade cria uma linha, há uma empresa que a cidade gosta, eles fraudram a licitação, dão aquela linha pra empresa, e foda-se. Ou seja, ela precisa dar lucro? Não. Porque se der problema a prefeitura paga. E se ela não der lucro, ela sobe o preço como primeira alternativa. Dessa maneira você não tem outra empresa para usar, não existe concorrência, eles irão colocar o preço que quiserem e se der errado vão pedir mais dinheiro para o governo com a desculpa de que necessita fornecer o direito para as pessoas.

Com isso vemos que a empresa não precisa alocar recursos racionalmente, não tem concorrência, não está suscetível as forças destruidoras do capitalismo (erro e acerto), não precisa dar lucro, não precisa trabalhar com os clientes. Então porque ela se importaria com eles?
