Except in some provinces and territories... they're not allowed at all.
And it's not every address, it's every house, right? Apartments, suites, etc don't qualify. And you have to actually OWN the house, you can't be renting it, unless you have written permission from the owner. If there are 4 people living there, all of them medical cannabis patients, they get 4 plants to split.
Also, many cities have made growing in dwellings illegal for safety reasons. So even in the provinces that are allowing it, many cities aren't.
And remember, you must purchase the 4 plants directly from the government, at great cost, and pay for shipping. And you must keep that paperwork with the plants (and later, with the bud) at all times to prove that it's legal.
We're forgetting a lot of the other restrictions, but you get the point. Statistically, only 5-10% of Canadians will be legally allowed to grow 4 cannabis plants.
And if anyone sees the plant (over your fence, through your window, etc), or smells it, no matter how legal it is, they can report you and have you put in prison for up to 14 years per offense.
But you're very correct that each and every legal plant should be as huge as possible! Maximize!!
Same with all the illegal plants. Because no plant should ever be made illegal for profits, especially not under the term "legalization"!
