But LA's got a whole ocean to fight fires with, and they don't need the fresh water from the salmon and smelt. They can use that ocean water that is practically limitless to fight fires with, and never have a shortage or conflict because it's not potable water that is in short supply in LA. Using drinking water to fight fires there is retarded.
