10% of the population of the world is under quarantine. 20% of the manufacturing capacity of the world is shut down. This is a horrible event that will cause consequences for generations.

Regarding vaccination for SARS-CoV, China definitely did vaccinate people for SARS, although this is long before the new law went into effect.
