Dr. David Martin (IIRC) is well versed in the patent trail that reveals the money flow to captured agents of the regulatory system that has spectacularly failed, and has become layer of defense for criminals perpetrating these crimes, and following the money always develops understanding of criminal enterprises.

Most doctors aren't part of the patent trail, and are recruited into criminal enterprises via other flows of money. I'm sure some doctors are averse to participation and don't take any of the money. We can't audit our providers books, so can't know, but we can discern their intentions by their actions, at least somewhat. All we can do is our best to sort wheat from chaff. God will have to sort them eventually. We just do the best we can.
