The Russian forces have really abstained from attacks on civilians. I saw video today of people still commuting to work in Ukraine. The Azov Brigades have made every effort, as has the Ukrainian government, to put arms into Ukrainian citizens hands and incite them to attack Russian forces, which will surely get them killed.

What I see on the maps is Russia slowly encircling population centers without using their standard artillery bombardment to make taking those cities easier. It's easy to predict the strategy that will ensue after the cities are cut off: turn over the Nazis and we'll go away and you can get back to your lives.
