Since you seem to have your facts and opinions completely backwards, I will address them in the reverse of the order you have made your arguments. It seems fitting.

Lastly, you point out that censorship of potentially harmful information is rational governance, and this is the first mistake the CCP made I know they did make regarding this epidemic. Perhaps, as happened with SARS repeatedly, nCoV escaped from one of their labs where they study such things. Viewing the submissions the Wuhan Institute of Virology and similar research facilities run by the CCP have made to the NCBI, they appear to be the likeliest candidates for that likeliest of scenarios for the etymology of the Kung Flu, but I cannot know and do not make that accusation here. Surely if they did, nothing I might say or do could possibly make them regret that event more.

But when Li Wenliang revealed nCoV was spreading and sounded the alarm, he was censored by the CCP, and arrested for his factual revelation. I suppose that fact of this new disease spreading is what you would call 'harmful information' that should be censored. I have to note that the information was not harmful at all. It was the spreading disease that has proven to be extraordinarily harmful, and the censorship of that truth that has been perhaps the most harmful single thing the CCP has done in my lifetime, the reason this outbreak became an epidemic.

Instead of using their unparralleled surveillance infrastructure to ferret out and backtrack where the carriers had been, and effectively quarantining them then, when it could have done some good, they did not. Perhaps, in the event it was escaped from WIV or the Institute of Military Medicine, Nanjing Command, they already knew who had it and who did not, so didn't need to use their comprehensive surveillance capabilities to ascertain that information. Regardless, when it would have been useful, they didn't use it. When they could have deployed an effective quarantine in response to Li Wenliang's alarm call, they did not. Instead they utterly censored the information, preventing their hapless subjects from rationally acting to prevent the spread of the infection.

No. They censored the vitally important truth of the outbreak, failed to quarantine the few that had it then when it would have been able to save untold lives and treasure, and prevented actually medically advisable response and actions by their people until it was too late for far too many. Now, China's first tier cities are tombs of walking dead, where half a billion people wait to die, or maybe live, with but scant access to even diagnosis - unless they are a party member or soldier.

Self proclaimed truth seekers did not do this. They did not turn a small but dangerous outbreak into a plague people ought to fear, that ought to terrify them for their lives, their communities and families, and for their nation itself. It was the CCP that did it, with censorship, rank and brutal oppression, from their myopic perspective and ignorant assumptions.

It is not the CCP that purports freedom of information - the idea they would make such a claim is laughably ludicrous, were it not so clearly existentially and deadly dangerous - but it is they who cannot diagnose all the sick from lack of test kits, they who have no ability to treat them all, nor track the outcomes of their illnesses. They who oppose freedom of information are presently utterly incapable of actually having accurate information to oppose sharing, by their own censorship, oppression, and will to power. Since they have no intention of freely sharing factual information about what they have caused from this outbreak, they lie and mislead deliberately as to every metric that doctors might be able to use to save the lives of the Chinese people, multiplying the death and suffering more than the R0 of the malady.

These deliberate mistruths are killing more than those that were doomed by the initial censorship of the truth of the outbreak. There is speculation that malice and malevolence are behind the 'un-annotation' or deletion of submissions researchers have made to the NCBI, where the global community of virologists and doctors are sharing every scrap of information they can learn in order to stop this epidemic from becoming a pandemic, and an existential threat to every people on Earth.

Sounds right up the CCP's alley.

Today, despite having instituted the largest, most draconian and harsh quarantine that has ever afflicted humanity in history, that quarantine is not effective at all. Despite it is too harsh, just welding people's doors shut, blocking the doors to whole apartment blocks with debris, and violently forcing people into huge quarantine centers without bathrooms or medical care at all, it is too little, and too late.

Millions of people fearing exactly the fate that was in store for them if they allowed the CCP to quarantine them, have fled, taking their infections with them to places where they hoped they might survive them, which many surely would have not in the conditions in which the quarantines are undertaken.

Every last oppression, surveillance, and censorship China has seized has been a vector for making this outbreak worse, for preventing rational and compassionate care from saving lives, and turning a little outbreak into an epidemic that may end China as a country as a result of their own overbearing disregard for truth, justice, and the sovereignty of individuals. Every oppressive power, instead of making them more able to deal with this crisis, has utterly multiplied it's disastrous potential and harmful effects.

That is the fruit of overlords reigning over free people unjustly, of considering sovereigns 'muck' and subhuman cattle. By doing this, they have made of themselves powerless, cowering, slaves to their own self interest and the pandemic they spawned. No one will ever respect Xi Jinping again after the horror he has personally mandated to fall on China from heaven, and the WHO belongs beneath him for it's rank obsequity, and utter pantomime of his downfall.

They didn't use their power to prevent this. This is exactly the result of that power, and their personal and several responsibility.
