Since I have learned not to trust custodians - commercial custodians, who have not only enormous financial incentives to steal, but over time gain corrupt allies to enable them to get away with it - I won't use DEX's or LN. This also means I won't use banks. Sure, I'm cut off from the global financial network. Ok.
On paper I have nothing. However, in the estimation of my IRL peers I have some value. When my car insurance needs paid, my phone, internet, you name it, it gets paid by folks that reckon it's in their interests to ensure I have have access to these things so that they can acquire my services. That's called goodwill, and it can't be stolen by anyone other than the people that have it, whom I carefully vet personally. When the global financial network is disrupted, such services as I named will be universally disrupted, and I will be cut off from them like everyone else.
But I will still have a network that enables management of valuable exchanges with people that I have personally vetted as trustworthy, and so will the people I exchange goodwill with.
