Pretty sure you get your electricity from a PUD (a Public Utility District). There aren't any private power companies in the PNW. The sabotage is being committed against the PUD's, and can be used to impose private power companies that can provide better security on us.

However, I do make some of my own power with solar panels on my trucks, which demonstrates there's nothing keeping you, or anyone else, from doing the same thing. There are so many different ways to privately generate power today, from solar panels that we can print at home, to wood gas we can fuel our vehicles with, that there's really no reason to suffer dependence on centralized sources. If you build it, they will go away, to turn an aphorism on it's head.
