That's by design, and is not necessary for an electric vehicle. I have seen electric cars without lithium batteries, and without any of the software today's commercially available electric cars have. I have seen electric vehicles that were completely analog, using lead acid batteries, with nothing but a rheostat controlling the power to the motor (actually a starter motor out of a car. The vehicle was a minibike).
It would be very simple to make an electric car without any of the problems you have cited.
