There are examples in history that reveal armies can prevent visible food production. In fact the worst genocides in history all reveal this mechanism: the Purge of the Kulaks, the Great Leap Forward, and the Holodomor. Modern tech enables stealth production and surmounting eradication of overt production requires covert production. Armies won't seize what they do not know exists.
