Hi there,
First, thank you for all of the long hours and hard work you've been doing behind the scenes, advocacy and everything you do for the Hive community.
I would also like to thank you for putting forth this proposal as, if I'm not mistaken, the first non-development related bid that I'm aware of. This is an important step forward for the DHF system.
I think you deserve a lot of credit for helping Hive get to where it is right now and I do believe that your work is deserving of compensation.

So, if I understand this proposal correctly, you'd like to receive $100 dollars / hour or 30,000 HBD for your work in getting exchanges listed, retroactively.

Now, this may be an unpopular thing to say but I'm not sure that 500 HBD x 60 days is an appropriate sum for the work, roughly $30,000 (if the usd/peg holds).
For some people this is a year's worth of wages.

So, I think this work should be discussed in greater detail as I find it's hard for most of us to know the extent of the back-channel communication that went on. Certainly, the witnesses and hundreds of users also had very little sleep while the battle for Steem raged on for weeks across multiple platforms. But they are not asking for compensation, (at least not yet), they just did it to defend their community and to do what was right.

So, I think some discussions about the DHF itself should be had before we start handing out the DHF rewards (Incidentally, I think some would argue the DHF should be burned or greatly reduced, including myself).

Steem was a very dysfunctional place before the Justin Sun drama and many of the issues have not been resolved because of the fork, exchange listings, or rebranding.

As you point out, getting listed on some of the major exchanges usually involves a hefty fee - $100,000 to $350,000 in some cases. That's a pretty penny.

Therefore, getting listings for free is quite an accomplishment!

Yet, after Huobi and Binance both colluded to overthrow the governance of the Steem DPOS governance system, I think there was a lot of pressure on them from the community at large and from the bad press they received in the process. They needed a way to - 'save face'. One could argue that to make amends for their gross error in judgement that providing a FREE listing would be a fitting restitution. They owed that much to the community.

I've used Probit, and it's decent but not much volume or trading pairs. The others I'd have to ask others about because I've never tried them but I also haven't heard of them either.

So, from my limited perspective (not privy to Slack and witness chats), I'm not sure that 30,000 HBD is an appropriate sum.

Who am I to judge what it's worth?

Obviously, it's not for me to determine, it's up for community voting and others may think that this is an appropriate amount for your work behind the scenes. That's for each individual to decide for themselves.

Unless, there's a greater amount of demonstrative proof-of-work, then I cannot support this proposal in its current form. If it was amended to reflect a more realistic amount, then I think I could support it.

Let me reiterate, your work is valuable and appreciated.

These are just my thoughts.
