I personally think any langugae should be allowed. And to answer this question:

How many German users do we have using the POB frontend?

At least one with me now that is starting to use the front end. I general I agree certain guideline would be good but on the other hand if a general open content tribe this will be hard to implement and downvotes will always cause drama no matter what intention is behind.
