Updated rates

The time has come for the rates to change yet again. Now seeing at there is a pretty much 1:1 ratio on SBD/STEEM I have now changed it to 2.1x for both STEEM and SBD payments. This means whether you send payment in SBD or in STEEM you will still receive a 2.1x upvote!
