I am not a botanical expert but still based on my experience I am saying that your tree is not dying due to lack of water. Even looking at the pictures, this infection seems to have happened due to over-watering, PLUS I think mealybugs could be another reason for this infection on your plant.
My humble advice is that if your plant is planted in the ground then stop watering your plant for a few days and spray anti-mealybug on it. 😊🙏
