Disclaimer: This is my own view for starting players with a $35 budget. This is the current market price of the cards which may vary from time to time.
With the $35 budget to buy a starting deck, we will have an average of $5/Splinter which includes Neutral.
So that whatever the ruleset and splinters are available to play in a battle, you have a decent team to deploy.
Let us start with Fire.
With this fire composition, you can have a good lineup both for small mana or high mana cap battle.
The must-have now, in the bronze to silver league Venari Wavesmith is a must for all starter decks.
This earth lineup will be good at earthquake ruleset since there is more flying monsters in this splinter.
Life is not the most used splinter in the lower leagues but these additional cards will help you secure when you are doing life quests.
The addition of these cards from starter cards will help you rank up in battles. Try to use them to your advantage.
This add-on to your cards can help you win battles. With only a few cards playable to a starting deck for dragon splinter.
The neutrals have a good impact in the game since you can almost add them on all battles unless banned in the ruleset.
Having this, we have a Grand Total of 35.07.
