Convince others who are not whales to continue to up their stake by convincing them of the merits of the argument of decentralizing.

Creating posts/comments/videos talking about doing this, then sharing that content, if you/someone you know knows a whale you/them could talk to the whale about this/talk to people who don't have much HP.
