It does look off a bit, like it is a 2nd run PlayStation title from around 1997 or so which I think works well for a Contra game.

Ooh, why have we not seen Contra remade in Doom? That would be epic! Or maybe Doom 2 so you have mouse look, or even go ahead and do it in Quake. First Person Contra definitely would be awesome, that art style updated for 3D would seemingly meld quite well.
