This is a fan remake of Cupheead as an LCD game like Tiger Electronics. Hasbro owns Tiger Electronics now and are actually releasing new games in that crappy style that Tiger was known for (there is a link at the bottom of the article detailing more on that).

I completely agree with you about Cuphead. It handed me my butt many times over. It is definitely one that must be remembered, replayed, and die at many times to see much success. Once you have it figured out, you can get pretty far without dying.

The real challenge is getting good at it as it is not easy at all.
