This game certainly was a mess. All of the Batman games on 16-bit consoles were mostly a mess as well. Well, outside the original and a brawler Konami released on the Super Nintendo. Everything else sucked. This "suckiness" continued on the 32-bit platforms as well.
I think a lot of the reason the original, and that Konami brawler, were good was because they didn't follow a movie tie-in too closely. The original was barely based on the 1989 Michael Keaton movie. Mainly it had Joker as the boss and a couple movie lines in cutscenes. Outside that, the game was hardly recognizable in comparison to the Keaton movie.
My apologies for the long reply. As you can tell, I enjoy talking about old games and honestly, I am a big fan of Batman. There is so much potential there but very few have tapped into it effectively.
Batman Forever is just a hard pass. This hit SNES, Sega Genesis, PlayStation, PC, and Sega Saturn and it SUCKS. I mean, seriously. On PlayStation and Sega Saturn they went with a brawler game like Final Fight or Streets of Rage (how could that suck). On SNES and Genesis it is still a brawler but there is only one plane to move on - add punches and kicks to Super Mario Bros and you have an idea of how this worked. They went for the digitized graphics style because of the continued success of Mortal Kombat. Definitely skip.
Not sure why no one has made a good Batman game outside of Konami (SNES brawler) or Sunsoft (at least the first one on NES and Genesis - after that even they lost their bat-touch).
