The Street Fighter reference was based only on how Midway was handling the Rampage series on PlayStation at the time. Universal Tour, the game before Through Time, was not much different. They did as little as possible to make a 'sequel' similar to Capcom releasing several minor updates to each Street Fighter release but charging full price for it.
