Why not the other way around? Perhaps we should encourage more people to whale up. The more whales we have, everyone wins. At the very least, we should increase the number of orcas. This way power gets distributed without demanding anybody give up anything.

Having whales power down sounds like a good idea assuming people have money to buy the Hive the whales are selling. If that’s the case, there’s already tons of Hive on exchanges. Nothing stopping anyone from buying those Hive coins to power up. I know I’ve never faced a shortage of Hive when I put in some cash. I don’t need whales to power down so I can power up.
