I am thinking the opposite. It allows everyone have a chance especially against bots and new whales who can drop loads of money and scoop up all the packs and resell them at a higher price. This way, at least everyone has a chance no matter if you have a small or big collection …. As long as you hold a voucher, you can get your pack + $4. The other thing you can look into is the general sale which doesn’t require a voucher unless you are buying in bulk and have bonus packs which those require vouchers
