As of Sunday's transactions on Steem-Engine, 99% where trying to Withdraw and 1% to Deposit. There was not enough liquidity to process the Withdrawal request. The 99:1 ratio should be very telling to anyone.

Whether the Withdrawals were going to just hold Steem or sell it is not known at the moment, but it does reduce the Steemp available to purchase other tribe tokens.
