@dynamicsteemians, I'm the one who discovered @logiczombie was downvoting new users - I noticed some last week as I was curating for the Love Sniper newbie initiative, then discussed it with him in the FreezePeach Discord. Essentially he said he was testing something, and had downvoted 70 newbies over the course of a couple of weeks (15 of which I found), then removed his downvotes after 5 days.

Here are the first two I found (and left comments explaining they weren't at fault for the downvotes) -
