I use a tool called IFTTT (if-this-then-that) to connect RSS to Twitter. (www.ifttt.com)

You can use a URL parameter to exclude votes below a threshold. For example: http://www.hiverss.com/@curatorcat/votes?minVotePct=100. Where 100 is the minimum percentage threshold.

Also if you want the links to point to PeakD, add one more parameter to the URL like this. http://www.hiverss.com/@curatorcat/votes?minVotePct=100&interface=peakd
