I feel a lot of it has to do with the same reason that rental prices are so poor. Market bots.
Market bots (in small numbers) designed to constantly undercut the lowest rental price were initially beneficial to users, but at scale they continuously drive prices lower and lower. We've already seen this happen alarmingly faster as more people started using them. Now we're at a point that so many people are using them, new cards typically hit the market at minimum rental prices.
Fortunately for the sales side of things, there are a lot less people using those bots (likely to due availability), so the same thing still happens, albeit at slower rate.
