One factor that people fail to address is considering CO2 only, which is a global issue, and not the actual local pollutants in fossil fuels, such as NOx and PM.

As an European, I'd gladly kick all diesel engines out of urban areas. Some densely packed networks of cities (Northern Italy, where I live, and Benelux) can't handle the flows of diesel trucks and private cars without consistently tripping the limits set by EU health commissions.
