This is what terrifies me every time people ignorantly brush off things like this by saying "well that simply couldn't happen."

Do they think the people at the time looked at their government and thought "oh yeah these people are absolutely capable of kidnapping and torturing a housewife"?

People are capable of atrocity and telling yourself you don't have to worry about it cuz it simply couldn't happen is ignorant to the point of culpability. The only thing that can ever stop something like this is general wariness that it could happen.
