True. Those ridiculous photos of the dictator at one end of very large tables in Kremlin fits well into that narrative. The more personal power a dictator has, the less true information he may get from his advisers - it may be better to deliver the information they think the dictator wants to hear rather than the real information on the ground.
At the other hand, this invasion may have been planned for many years.
