Actually, been unable to put down words is called dysgraphia, a disorder of writing expression, it seems to be happening to everyone even the professional writers, they have to read past posts, research more on similar work before coming to final conclusion.
I think the hardest part of writing is getting started, after this stage has been passed, to continue will not be as tough as when you just started.
what i do most times is gathering clues from posts, engage in free writing, putting words together not minding the agreement at first, allow the creative side of my brain run wild, putting related phrases together, just like brainstorming and finally, outling what i have done for proper construction.
