Simply hunting whales is generally not a great idea. Most can see straight through this kind of tactic. I think it's only worth doing if you can actually add something to the discussion.
Instead I think that commenting regularly on popular threads is the best way to get noticed on Steem.
However getting noticed can be both a good thing and a bad thing! Users who plan to follow this approach should make sure that their comments are well thought-out ideally original.
One of the biggest potential mistakes I see people making is long, passionate comments proclaiming to have solved Steem's problems with their new idea. Most likely the idea has already been discussed or doesn't work because the user doesn't fully appreciate Steem's complexities.
But regular commenting with good ideas on popular threads can get you followers and make you part of the furniture. You can learn a lot too from these discussions!
