I think it's about fair. 

Both Africa and Asia get approximately 5 qualifying places for the World Cup, so the distribution is equal.

This seems reasonable based on the 2018 World Cup, where 0/5 African teams qualified from the group stage, whilst 1/5 Asian teams qualified; Japan being the exception.

It's also worth remembering that one of Asia's slots is typically taken by Australia, which is in Oceania, effectively reducing the Asian contingent by one.

European teams have the highest representation. But they have also won the last 4 world cups and teams such at Holland and Italy which did not qualify for 2018 are very strong.

It's a hard task to get right. In the end, teams from any country can win, as long as they're good enough.
