If I tag someone in a Musing question will they get a notification as if it was a Steem tag?

It will probably depend on how the json_metadata is constructed for musing posts and comments, and on how the notification systems of the various apps query this data.
For a comment on steemit in which I've been tagged the json_metadata looks like this:

So if I were building a notification system based around Steemit I would parse the json_metadata and extract the array of "users" for notification.
The musing question you've raised above has the following json_metadata:聽

There is no "users" array but the tagged names do appear, since the entire body of the question is included in the metadata.
So if the notification system looks for the users array you won't get a notification. If it looks for @ symbols and does something cleverer then you could get pinged. Different notification systems may take different approaches.
If it's something that people desperately want, I think it shouldn't be a difficult thing for the musing devs to adjust in their metadata posting.
