Most Recently Activated Windows Draw Underneath Preview in Map Editor and Cannot be Interacted With

The most recently activated window in the Map Editor is on top and able to be interacted with.

ACTUAL BEHAVIOR

The most recently activated window in the Map Editor appears beneath the Preview window if it was active beforehand, and it cannot be interacted with.

HOW TO REPRODUCE

1. Launch Tanks of Freedom 0.6.3 on Android 8.1.0
2. Tap on initial Splash Screen to continue to Main Menu
3. Tap Map Editor
4. Tap Preview
5. Tap Tiles
6. Attempt to interact with Tiles window
