Why not Creative Commons?

Public Domain means that your work can be sold without payment or even attribution.

Creative Commons provides for attribution, which at least says: "Hello! Hope you enjoy this picture!"

Sadly, the US Congress helped publishers steal decades of material from the public domain through retroactive Copyright laws. That doesn't even make any sense. If the copyright length was sufficient for the author to produce and share the work, then ... by definition... the original copyright length was the correct one.
