Would 'community' schooling not be an option, informal (like home schooling) but local children / friends etc. getting schooled in small groups at convenient times and places? Just a thought ... technology lends itself to that and it may offset some of the 'home schooling' pitfalls like lack of social interaction / peer to peer discussions ...
