I think what deters most devs (me at least) is the almost certain rejection from the DHF for the reasons you outlined. And no that is not the worst part. The worst is that I have to pay for the proposal.
So if I don't get funding I'm not simply a "Not Winner", I'm actively burning money.
So no, I won't put up capital to be visible if the chances of getting funds are so tiny.
