Give me an example then where the people have hand on tools/system that make change?

I'll give you an example, which is live in effect now. LEBANON.
But see there, tools of power collapsed first. Finance, infrastructure, port for trade (explosion). So people in mass gained power and have removed Gov. If those systems didn't collapse, no ability for people to (try) correct corruption. Much worse to come in M.East though. Lebanon a proxy battleground.

So I don't see that happening in the West. Instead Western Govs have done a controlled collapse of economies in order to rewrite them and have full control of people and profit taking.

In USA a different beast is raging.
Factions are in some serious power struggles.
So elite v elite. People suffer regardless.
