It seems there is a push in the EU for a Universal Basic Income. I am not sure how that will be received by those in charge but it is probably a better way to add stimulus than going through the banking system.
While I am not a fan of government dependence since it is open to political winds, if a place is going to stimulate, direct is probably the best.
