No only 6 of the 20 consensus witnesses are running the new code. The others are still on the old.

The api nodes are getting wrecked because the code that was developed by Steemit Inc has a bunch of issues. From what I was told, the rabbit hole gets deeper with every turn. There is a lot of instability due to the code so addressing it now, although not planned, adds to the stability of the network while also enhancing the scaling.

Ideally it would have been addressed in the next HF but they wanted to make a few changes which opened up a bigger can of worms.

In the long run, it will be a benefit but is a pain in the ass to deal with at the moment. Hopefully they get to the bottom of things soon.
